Assistance Programs

Assistance Programs

General Assistance and Emergency Assistance offer limited financial assistance to Township residents.  Income guidelines determine eligibility.  Additionally, limited financial assistance is available through the Salvation Army and the Cuba Cares fund.  Please contact the Township office for more information.

Applications are available in the Supervisor’s office Monday – Friday, 9 AM – 4 PM.

Benefit Access

The Benefit Access Program offers two benefits for seniors and persons with disabilities:

  • A license plate fee discount
  • Free rides on fixed-route transit systems

Eligibility is determined by income, residency age and/or disability utilizing an online application. Apply here.

LIHEAP (Low Income Home Energy Assistance Program)

The LIHEAP Program is offered through CAP Lake County.  Please call the Township office at (847) 381-1924 to determine your eligibility or to make an appointment to complete an application. LIHEAP offers limited financial assistance, based on income, for gas and electric bills.  The LIHEAP application period is October 1, 2023, through May 31, 2024, or until funds are exhausted. If approved, the grant will be applied directly to your NICOR and ComEd accounts.  Applications are accepted as follows:

  • October 1 – Senior and disabled households only
  • November 1 – Households with disconnection notices or already disconnected
  • December 1 – All other households

The following documentation is required:

  • Photo ID
  • Proof of Income for the last 30 days
  • Social Security cards for all household members
  • Current utility bill(s)

Nicor Gas SHARING Program

The Sharing Program is offered through the Salvation Army.  Please call the Township office at (847) 381-1924 to determine your eligibility or to make an appointment to complete an application.

Applications are accepted on a first-come, first-served basis and the following documentation is required:

  • Photo ID
  • Proof of Income for the last 30 days
  • Social Security cards for all household members
  • Current utility bill(s)

Affordable Connectivity Program

The Affordable Connectivity Program is administered by USAC with oversight from the Federal Communications Commission (FCC).

The Affordable Connectivity Program (ACP) is a U.S. government program run by the Federal Communications Commission (FCC) program to help low-income households pay for internet service and connected devices like a laptop or tablet.

You are likely eligible if your household’s income is below 200% of the Federal Poverty Line, or if you or someone you live with currently receives a government benefit like SNAP, Medicaid, SSI, WIC, Pell Grant, or Free and Reduced-Price Lunch.

If your household is eligible, you could receive:

Up to a $30/month discount on your internet service

A one-time discount of up to $100 for a laptop, tablet, or desktop computer (with a co-payment of more than $10 but less than $50)

A low cost service plan that may be fully covered through the ACP*

* Through a separate non-FCC initiative, additional no cost plans may be available to Affordable Connectivity Program enrollees. To learn more please visit GetInternet.gov. Provision of a link to this initiative does not imply FCC endorsement of any particular participating provider.

Only one monthly service discount and one device discount is allowed per household. To receive the connected device discount, consumers need to enroll in the ACP with a participating provider that offers connected devices (Note: not all internet company offer device discounts.) The internet company will provide the discount to the consumer.

R.T.A. Rider Resources

Effective January 18, 2022, RTA launched Fare Programs Online, a web-based online customer portal that allows residents with disabilities and seniors to apply for, replace, and renew Reduced Fare and Ride Free Permits. The portal can be accessed at Fares.RTAChicago.org. This marks the first time these services are available online.

Senior and Disabled Person Reduced Fare and Ride Free Permits

RTA-issued Reduced Fare and Ride Free Permits allow seniors and persons with qualifying disabilities to ride at a reduced rate or free on fixed-route transit systems. Ride-free permits require approval in the Benefit Access Program.

To qualify, applicants must provide:

  • A completed online application
  • A copy of a government-issued picture identification card that verifies your age (driver’s license, state of Illinois ID card, alien registration card, or passport).
  • A wallet-sized color photo of yourself that is approximately 2″ square. Please do not wear a hat, scarf, or sunglasses in the photo.

Applicants receive permits in approximately 4 to 6 weeks.

Metra Access Pilot Program

Metra Access is a pilot program running through July 31, 2025, that provides a reduced fare on all Metra lines and zones for individuals enrolled in the SNAP program who live within the RTA six-county region (Cook, DuPage, Kane, Lake, McHenry and Will counties). In order to apply, you will need a SNAP eligibility letter, government-issued ID, and 2″ photo of yourself. You may apply at Fares.RTAChicago.org.

To qualify, applicants must provide:

  • A completed online application
  • SNAP eligibility letter
  • A copy of a government-issued picture identification card that verifies your age (driver’s license, state of Illinois ID card, alien registration card, or passport).
  • A wallet-sized color photo of yourself that is approximately 2″ square. Please do not wear a hat, scarf, or sunglasses in the photo.

Once the RTA receives your application and all required documentation, you should receive your Access permit within 7-10 business days.

How do you use your Access permit?

  1. Purchase your Metra Access reduced fare ticket at either a Metra ticket vending machine, on the Ventra app, or on board the train.
  2. Present both your ticket and your Access permit to the Metra conductor on the train. If you do not show your Access permit, you will be asked to purchase a full-fare ticket.

Pace Dial-A-Ride – Cuba and Barrington Townships

The Pace program is subsidized by Cuba and Barrington Townships, as well as the Villages of Barrington, Lake Barrington, North Barrington, South Barrington and Tower Lakes.

Service Name:  Barrington

Service Area:  In and between Barrington, Barrington Twp, Cuba Twp, Deer Park south of Long Grove Rd, west of Deerpath, north of County Line, east of Ela Rd, Unincorporated Palatine Twp south of County Line, west and north of Deer Grove Forest Preserve, north of Thunderbird GC, east of Vlg of Barrington, the portion of Lake Barrington in Wauconda Twp, and the area surrounded by Rt 22, Rt 14 and Kelsey Rd. Service also provided from above to shopping areas of Lake Zurich along Rt 12 between Miller Rd and Cuba Rd, along Rt 22 between Rd 12 and Ela Rd and along Ela Rd between Rd 12 and Rt 22.

Service Hours: Monday through Friday 9:00 AM – 3:30 PM

Eligibility: Seniors and Disabled Persons

Fares:  Seniors $2.00, Disabled Persons $2.00 – Exact change only

Advanced Call-In:  1 day in advance. Doctor visits may be booked a week in advance.

Ride Lake County with Pace

Lake County’s new countywide paratransit service called “Ride Lake County” is set to launch on May 1, 2022. Seniors age 60+ and people with disabilities that are interested in using the new service are encouraged to register by calling the Pace Call Center at 1-800-201-6446.

Registering early for Ride Lake County will allow riders to begin scheduling trips on or after May 1 when the service begins. Seniors must provide their date of birth at registration, and individuals with disabilities must provide their RTA Reduced Fare Permit number at registration. Learn more

Half-Fare Taxi Program

Service available for Cuba Township residents 65 years-of-age or older. The Township will subsidize half of your taxi fare up to $10.00.

To qualify, applicants must:

  • Sign up for this program at the Township office.
  • Provide a copy of a government-issued picture identification card that verifies your age (driver’s license, state of Illinois ID card, alien registration card, or passport).

Cuba Township Offers Prescription Drug Discount Card

Cuba Township offers residents the Coast2CoastRX card, a FREE prescription discount card that can benefit your entire family. You can download the Coast2CoastRX card to your cell phone or print a copy for your wallet.

  • The Coast2CoastRX card is accepted at major chains throughout the country.
  • Over 60,000 prescription medications included.
  • Save up to 65% on brand name generics.
  • Card applies to all family members, can be used as often as needed, and does not expire.
